I thing there is no problem with your aircraft.cfg. The fuel is iqual to mine, and my fuel flow is 1.24. With those my range is about 3200nm. The problem is probably the way you fly. If the file AIR comes up as a nomal air file, another possibility is the file PANEL like GaryG point.
For the correct load of the aircraft the PANEL has to be like this:
alias=Airbus_A321/panel
or:
another panel from another aircraft from FSX
or:
another panel that work on FSX

I say again.
The file AIR have nothing to do with Adobe Air.
All Aircraft package have 6 files ( model, panel, sound, texture, CFG and AIR)
In your "PA320FD_CFM aircraft file" the AIR file is NOT THERE.
That´s the reason why aircraft is not loading.

Sounds like wind shear on final.
Main caracteristics are strong´s decends/climbs without no reason.
Try another approch in a diferent rwy or airport.
