I think I've managed to fix it. One thing I didn't do after switching to DX9 from DX10 was copy the original downloaded textures and effects files to the FSX directory and let them overwrite. Update: I disabled DX10 Preview and deleted my fsx.cfg file and set up again from scratch hoping this would resolve the issue.
