Strobe Light Ground Reflections

Hi guys, does anybody know where i can get the effect for the Strobe Light Ground Reflection for the PA320! A screen as too what i am talking about is below!

Well no i had to grab a shot of it flashing.. it looks way better with that split second blink off the ground
