A321 Rudder

Anyone experiencing a non responsive Tail Rudder...I've tried 4 times and the only issue is that the rudder does not respond

It does -.- It's just that on ground it's useless and so it's immobile. On ground between some 1 and 55 kts it does not move. (values are not exact)

It's not an issue, it's a feature.
