Slowing down the A320 v2.1

It seems to me that the spoilers has little to NO effect at all. By that I mean from what I'm noticing. It's having difficulties slowing even at a -1500, or even -1000fpm descent. Thoughts?

I dont have this issue, I can slow down just fine. what sim?

I'm on FS9. It still tends to accelerate even on a -2500fpm descent with spoilers fully deployed. Or this normal?

try to slow down while being in level flight then descend. The result should be different
