If not, XMLTools is not correctly installed.

if yes, try to install VCRedistribuable 2010 pack for your windows version (check Microsoft website to download it). THis a C++ runtime library used by XMLTools.

I found a bug if you select no cold and dark statut in the A32x_config.ini file. You cannot select FMC page. I fixed it.
